You can see the VFX were rushed compared to the first movie. The Mummy was a huge box office hit, Universal got greedy and wanted a sequel pumped out as soon as possible. And, think about it, Returns came out only 2 years after the first one, meaning they had to make an entire CGI-heavy blockbuster movie from conception to completion in only 2 years, screenplay, production design, training, shooting, editing, post-production, the whole enchilada. No wonder the CGI was so rough. They didn't have enough time.

It’s too bad that the Rock CGI was bad. I also didn’t like when Imhotep first starts regenerating the CGI for his face was bad. Lastly, I did not think the wall of water was realistic

Those are thoughts people had in 2001 and still are valid today. The movie needed more time in post production. The turn around from May of 1999 to May of 2001 was too quick. Maybe a late summer or Fall release of 2002 would have helped.
