Looks like a Beeswax Candle, the pouches are circles of leather with holes stamped in, easy and quick enough to make from scraps. It doesn't really matter which way round you have them although its common to see smooth side on the outside. Petroleum Jelly and Cotton balls again easy enough to make (buy the materials in Poundland), you can even add wax to prolong the burn time. The rope could be waxed or petroleum jelly impregnated also, jute twine also works well A pencil sharpener would have been a more useful addition instead of lolly sticks but would have cost the creator more initially.
The pouch’s are good for prepping / bushcraft as you should have the full with all the stuff you need to get a flame going because in a SHTF situation it could save your life Not only that it save time when you are out camping
