Here in Washington state, it's 5 dollars a gallon. This state isn't too far behind California. Once I save up, I'm leaving this state.
Many years ago the oil companies admitted they charged more in the Bay Area because they CAN. The excuses they give do not explain the gouging. It does not explain why they charge more right where the refining is done than they do in places where they have to transport the gas, or why the price of gas does not relate to the price of a barrel of oil when their excuse was the war in Ukraine and they doubled the price of gas and more, when that only affected 3% of the oil.
It's because, it's because, it's because. A lot of states don't have this problem or have to come up reasons to explain high prices.
I work at one of the refineries mentioned this is 100% not true what they said something else is going on and I think we all really know what it is but a lot of us are afraid to say it

Gas prices high. Insurance is dog shit because of these stupid East Bay window breakers and thieves. Interest rates are high so cars are inherently expensive. The fasttrak roads are awful. 101 is filled with pot hots. you can get shot on 880 or 580. Half the drivers in east bay probably don't have insurance. Bart is filled with trash and stations are occupied by filth and homeless ppl

Well when you look back at history in CA. In 1994 CA was 95% self sufficient, between our own oil production and Alaska. Only 5% was foreign oil. Today 60% of our oil is foreign oil. Everytime they get a chance greenies get our pathetic governors to shut down refineries in CA, putting us at the mercy of foreign oil companies. We are buying oil from companies that have almost zero clean air restrictions and import it into the country. That way Newsome can say we are cleaner and greener. If they truly believed in their ridiculous global climate change, they would have to admit that it would be better if WE produced the oil here, since our refineries, whats left of them, are much cleaner. He does the same shell game with electricity, buying it from coal fired plants on the Navajo reservation.
He and his ilk are slowly ruining a once wonderful state.

Raise min wage so people lost their job. Raise gas prices to try to force us out of our car or into pricey EVs. And if that wasn’t enough, there’s a mandate in 2035 to go all EV. By that time, your PGE bill will be way super expensive and there’ll be rolling blackouts because everyone plugging their car in.

Chevron's chair said a while back that the reason why prices were so high here is because "people can afford to pay it" meaning they are maximizing their profit because they can. Driving is not a right, it's a luxury, and gas companies are businesses used to make profit not friends. That said, there has to be something as to why all prices are fairly close to each other, almost like there's some collusion or something.
It's literally all the taxes and extra regulations california has and requires.
these are some very interesting points you make. I guess it can't be called price fixing if all the gas station owners independently adjust their prices. This involves going around to the other stations to see what they are charging. Gas buddy definitely makes this a lot easier. The government would have to prove that all the gas station owners got together somewhere and agreed on what their prices would be. That being said Costco is the way to go. The one in Sunnyvale is consistently less than every other gas station especially when you factor in the 4% cash back when you use their credit card. I always wondered why people will pay way more than they have to but life happens...once I was driving a non hybrid car and I was totally glad to pay 80 cents more a gallon at the nearest station than run out of gas and have to pay for a tow.
So why is the price of gas in other states half of Calif prices??

Newsom, who in all his wisdom or short- sightedness, closed down 4 yrs ago, some of our oil & gas refineries, the cleanest in the world due to strict environmental regulations (it's no wonder other refineries are working overtime to keep up with demand) plus, he's shipping to our CA shores, expensive dirty oil & gas from Saudi Arabia & Venezuela, while you & I are being taxed up the wazoo 10x over at the gas pump!!! Now, wasn't that refreshing to know?

The refineries should alternate when doing maintenance. It’s crazy to stop production on so many at once.

It’s called “extortion”. The attitude goes “The wealthiest amongst you can pay this much, so now all of you must pay this much” Which is basically a regressive taxation on the non wealthy. If you have a home, you have 240 volt outlet for your dryer and stove. More than enough to fully charge any Tesla in just a few hours with a 50 foot extension cord that costs less than $100 on amazon. You can also charge at work, school, and many other places of business. But to the man that said there is nothing you can do, you just keep up the good work and never try to change for a better life. There is no way you can sell your $15K car and then buy a $15K used Tesla so you can pay 4x times less money to drive. It's impossible, right?
