How to fix and correct this type of problem?....use license plate readers, use facial recognition software, surveillance, search and arrest warrants, gather as many of them people as you can. Hold one 1 trial, convict, imprison, sanction to hard labor with minimum sleep and food, no stimuli, solidarity confinement, sentenced for 3 years minimum. Vehicles impounded, destroyed and recycled. Property and assets seized to be sold to pay for damages, repairs and fines. There's your solutions!
