That last shout is one of the extremely rare "monologues" by Luffy in the entire series.
Here's what the creator Oda says;
" I decided this in the beginning.
I wanted to make Luffy a straight shooting kind of man, so I wrote him thinking like, "If he's thinking it, he'll say it" and "Action speaks louder than words".
In the Sky Island arc, he dealt with the Mont Blanc Cricket situation by saying thing in his heart, but he's saying it with the same voice, so I decided that it was OK. From, here on, Luffy will act before he thinks!!"
I understand people who don’t enjoy some parts of Skypiea, it does feel slow sometimes, it is very ‘detached’ from the rest of the world, but the longer the series goes, the more we see how meaningful and prophetic the events here are. Skypiea is a fine wine. Oda is an incredible writer.

Its not even slow fr this arc is short, when u compare to recent arc, wa no kuni ?? Dressrosa??? Its an eternity long. This arc is really good, ppl who skip it dont understand shit about one piece

10/10 storytelling from Oda-sensei!!!! The symbolic Ringing of Bell never gets old up to this point and the whole Mont Blanc story never dies in me! Skypiea has the highest highs like these moments.
