Unfortunatly, it is not the same. You would need to use glycerin to achieve the similar flexibility. (You might be mistaken glycerin for glycose syrup).

Glycerin is a humectant, so it will absorb the moisture from the air. If you are in a dry climate - it will dry out eventually, but if you are in a controlled environment - it will stay soft for longer. There are some downsides to using just glycerin for making flowers, because it can cause flowers to wilt.

For fondant you can use just gel color, no need for adding glycerin

Yes, you absolutely can. Paint and shape at the same time while it's flexible.
