this only works for '99 and 2000 models. For 97 and 98 you need the OBD tool

Exact. V70 TDI manual transmission from '97. The light turns off only via OBD.

In other Volvo Model, it is required to have some Kms indication in Odometer, not 0.0. Maybe that is the problem for the car in this video.
