you can add a second UV and unwrap using "project from view" to place a decal this way instead of using the transform. particularly helpful if your UVs are somewhat distorted
i thought the method with the empty would be nice also for decals with displacement but i couldnt scale it with the albedo. Is there a way to project maps with displacement?

prob the orientation of your image and the null that is guiding it

When I use the first method there is no colour just a white image appears
