- Antrophic AI's latest version of Claude 3 has shown promising results by beating ChatGPT-4 in almost every metrics. However, early findings on Claude seems to show behavious that people find weird. Is Claude really becoming conscious? Or is it just another case of overblown fearmongering?

That's the fundamental problem.
For me sentience is just "knowing you exist, realizing there is a you and acting freely by your choice."
cloude does the first two, but it doesn't act on his own therefore not conscient for me.
Your first 2 qualifications we can agree with, however 'Acting freely by your choice' may invite another problem: what does 'acting freely by choice' mean? and it can get into the rabbit hole of determinism vs free will.
Just take a simple daily occurence: Have you ever wanted to do something but cannot really get yourself to do it? Or have you continuously play a certain game mindlessly even though you don't even feel pleasure from it? One can argue in these situations "you" are being hijacked by some form of neural systems, overriding your conscious thinking

1) It's meaningless to ask this question if you don't define what exactly you mean by conscious.
2) That response in my opinion doesn't hint at consciousness.
3) Technically it is not even possible to prove that other people are conscious, with 100% cofidence. Solipsism cannot be ruled out. So proving something like that for a bunch of Von-Neumann computing machines is much more difficult.
Yup, those 3 are the fundamental problems when trying to answer the 'is it conscious?' question.

Why are we teaching computers to win? Shouldn’t we be teaching them to cooperate with us? The goal should be to continuously prove that the best answer is working together, not finding a way to posture and subvert and win by any means.
No, we'd need at minimum AGI/ASI for srtificsl consciousness. In large part because sentience is more than just text understanding.
We need at minimum the full spectrum of sensory abilities, and a large amount of computational power we just don't have right now. We aren't even at our limits for LLMs and parameter count.
