Not really, tasvideos has the old run published at 1:29:35 and MrWint uploaded a 1:29:29 with Blastoise, but the Nidoking run would probably be faster than the Blastoise one if optimized to the same level for RNG manip.

Does this work with Gba gsmes and how do you get gbi to work on a gamecube

This uses Nintendo's official Game Boy Player hardware attachment for the GameCube which can play original GB/GBC/GBA cartridges, GBI is homebrew which replaces its boot disc. You can read more about how to boot GBI here:

In terms of the route Squirtle solo might not actually be faster than Nidoking, there are some opportunities for improvement even in the Nidoking route and with the RNG fully botted like MrWint does it would drop a few seconds anyway
