From what I know, forgiveness is encouraged over revenge. There is a quote that I came across: "Forgive people, not because you think they deserve it. But because you deserve to have peace of mind" And another benefit is that Allah will forgive you if you forgive people. Psychologically for yourself, it is also proven to be the better option. As for society as a whole, I think the effect is dependent on the person. You can either have someone who you forgive going back to his old ways. You can also have someone who you don't forgive who spends some time in prison, come back out and commit the same crime. There is no guarantee.

Subhanallah even the punishments in Islam are based on Mercy
