It is the sound of the speedbrakes being applied! I read somewhere that it is the sudden change in airflow that creates that specific sound. I think its pretty cool!
@@Roboseal2 oh, yeah, that howling that sounds like someone is whistling comes from the fuel over pressure protector-holes. That sound is exclusively heard on A320 Ceo variants. On the NEO however, Airbus solved that noise-issue by installing a little vortex generator in front of the FOPPs, so the NEOs dont have that distinct howling/whistling that the CEO has. I thought you meant the loud howl at the started (the one that sounds like a T-rex-howl (kinda)). THAT sound can be heard on both the CEO and the NEO:)

I know a319s usually do speed brakes like a320 does, but I have noticed that almost every A319 made this fopp-howl and almost half of the A320s I see don't fopp-howl, very sad for me. However, I still hear these Fopp-howls everyday. Airbus A321 is fairly more common for me because where I live is the path to LAX, however, only the A321neo does whistle, the regular a321 is just a quieter version of b737 I hear.
@@KiwiMaker The first noise is the sound of the speedbrakes getting activated. The more raises the speedbrakes are, the lower the pitch of the sound. And the less raised, the higher the pitch.
When I lived in Los Angeles in the Crenshaw District, I used to love hearing these fly downwind from the coastline and bank over East LA as they would line up for final approach into LAX.
I hear this over my house all the time and it varies in pitch it's amazing, never knew what it was, thank you!

Is that because of FOPP or speedbrake at the beginning?
It's the spoilers or speed brake as many call it. FOPP is the dual whistling sound. @@blue4splash

Interesting! Note the first low pitched sound that you can hear between 0:00 - 0:05. That's actually the speedbrakes coming up!
I hear multiple whistles at 0:15 and I heard what sounded like a fighter jet blue note for the first three seconds of the video!

they retrofitted lots of A320s with a little plastic thingy that removes the FOPP howl, but not all planes have it
