When I played the game back then I was a bit confused by the end boss The whole game basically was designed like an anime, and then.. there was that end boss.. who looked like something straight from a cartoon. Even many of the fight sequences with the guy felt veeeeery cartoonish. Everything surrounding that guy just felt out of place. But the fight itself was great, took me by the way days to beat him! I'm not really good when it comes to such games.
You might have figured it out by now, but Armstrong is supposed to be completely different from the other guys because he's the "public face" of the entire thing, he's the charismatic politician people blindly believe in. He's evil in a more sinister, calculated way, but in his fight with Raiden he's basically indulging in his desire for violence. You get to that fight expecting an over the top mustache twirling asshole but you get...politics. Mistral, Bezos and Moonsoon are basically insane killers that are there mostly for the money and Sam is having an existencial crisis.

Besides being surprisingly good songs in their own right they describe the thoughts and explore a little of the background of the various bosses from their own point of view. The final battle, against Senator Armstrong? The song is from Raidens point of view.

So it has to be this way is really raidens theme. Rules of nature is metal gear rays theme because metal gear ray was a predator to other metal gears and now it has become the prey, I'm my own master now is so easily bladewolfs theme if you play his dlc it makes the connection even more so, and every other boss fight theme is the same way, khamsin (bladewolf dlc) is a little weird because we have no true information or much dialogue with him so how it links to him is kinda unknown but he is only a dlc boss so ehh not a big deal. Tomkon made a video about how the music in mgrr is genius because it builds up their character and makes us players understand them more being how most of the game we barely have much dialogue with the bosses/antagonists, a good story has the antagonist(s) have a lot of screen time or what not to let the player understand the villain and know them beyond just being a final boss we takedown, since mgrr doesn't have much of dialogue they used the music. Anyway it's a great video look it up
Worth mentioning the Voice Actor for Senator Armstong is a professional VA but even he had trouble trying not to laugh just shows how good Maxor's script is.
