There's just an extra layer of comedy in the simple fact that he is the Evil Midnight Bomber _What_ Bombs At Midnight. For some reason that one little colloquial detail of it being "what bombs at midnight" rather than "that bombs at midnight" just adds that special level of something that makes this guy stick in my head.
I think it's an old dialect thing from the 40's or 50's. Another example of "what" used like that is Taz from Looney Tunes going "What for you bury me in the cold, cold ground?".

Look, I'm not saying that Venture Bros. is bad. I just don't especially care for the implication that it succeeded in ways that The Tick would have but couldn't, and The Tick is fantastic as-is.
It's even got a sick roof-mounted forced induction / cooling system to improve the performance without having to keep the hood propped open. Dude is a polymath.
Damn, I thought he was another opposite of The Tick because of his general mannerisms: His weird metaphors, constant rambling about what he's doing, how openly evil he is, his lack of reason to be evil, etc. I imagined they just reflected everything Tick did but replaced good with bad. But him being Arthur's opposite makes more sense, given that Arthur encountered and caught him, plus EMBWBAM was half of Barry's size like Arthur was with Tick
I see this was part of the inspiration for Overwatch's Junkrat, as well as his line "I’m the evil Australian bomber what bombs at whatever time he damn well pleases. "
Maurice LaMarche is an all around GREAT voice actor, but this is my favorite character he did because of the maniacal rambling, and that "hiiiiiiiiiiIIIH!!!" in the restroom, I giggled like a child the first time I saw this the first time it aired. This is my favorite episode of this whole series.

I made this guy as a low-tier villain in a mutants and masterminds game. Like, he was super low PL but he still almost killed the party because they bumblefucked around for a long time.

When Dolenz didn't sign on for season two the producers went back to Paulson and asked him to return and he agreed under the condition that he wouldn't be replaced again if Dolenz changed his mind. Paulson has said that as much as it bugged him being replaced he couldn't fault the producers for going with Dolenz who Paulson is a big fan of (plus he'd already been paid for the work done. ..).
I rewatched and laughed at a bunch of stuff, recently. Particularly the episode where he gets clobbered into orbit by a Hulk-Clown, and spends the whole episode roaming around his subconscious, in a coma My favorite parts were Tick getting the opportunity to ask a question to an all knowing obelisk (giant stone statue of his head sticking out of the ground) and he asks, "Uh....how ya doin?" * giant 👍 comes out of the ground * _"Neat!"_ and him wrestling a giant monster worm that stops in the middle of the fight to be like, "You should date more," and I was like, _"Oh my crap, he's wrestling with his libido, inside of his own head!"_
I like how that explosion scene kind of implies that his explosives were only strong enough to take down some thin corrugated metal walls in the cheap Sidekick building. The three inside were mostly surprised and barely singed. Cartoon physics sure, but doubt anything better buildt would have been in danger. Much respect for Intent in the plan and the apprehension!
This had 3 seasons, but you'll never find the last one on DVD. There was some scriptwriter who didn't sign on and they had to pretty much delete all the eps he wrote. That's also why the Galactus episode from season 2 isn't on DVD. He wrote like 8 episodes for season 3.

You know, I remember when "Villainous" was first being advertised, they were roasting a lot of the villains in other Cartoon Network shows. I know CN doesn't own "the Tick," but I almost want to see a fan work of Black Hat checking The Evil Midnight Bomber What Bombs at Midnight out. Think about it: He doesn't make many of the usual villain mistakes: He doesn't trap a hero then monologue his entire plan to him. He doesn't make his plan overly convoluted. He doesn't try going for something beyond his reach (well, some heroes like the Tick would be tougher than others and probably impossible to kill, but he'd have still wiped out a chunk of people in the business). Even outing himself to Arthur was more acceptable because: A. He knew he was probably caught anyway, and had to act fast. B. He's nuts. The only real goof I see is that he tried planting his bombs inside the club, but as the sidekicks survived the shed's explosion, it seems that model only blue toward a certain direction. Finally, he actually made a guy quit the business. Granted it was a sidekick, but even that's more than most villains ever achieve. Personally, I think the Villainous cast would enjoy watching him work...though they probably wouldn't give him anything too dangerous for their own safety.

This was my least favorite episode as a kid. My mom claimed it was an episode more focused on the adult audience of the show. Wouldn't you know, this is one of my favorites by far now 😂

i've legit drawn from this performance a number of times in my life, but i couldn't remember where i had encountered it. watching Tick reruns in the 90's is why i can remember most of the lines. top tier performance by that actor honestly, i noticed it influenced some other comedians in the coming years.

You know, I remember when "Villainous" was first being advertised, they were roasting a lot of the villains in other Cartoon Network shows. I know CN doesn't own "the Tick," but I almost want to see a fan work of Black Hat checking The Evil Midnight Bomber What Bombs at Midnight out.
Think about it:
He doesn't make many of the usual villain mistakes:
He doesn't trap a hero then monologue his entire plan to him.
He doesn't make his plan overly convoluted.
He doesn't try going for something beyond his reach (well, some heroes like the Tick would be tougher than others and probably impossible to kill, but he'd have still wiped out a chunk of people in the business).
Even outing himself to Arthur was more acceptable because:
A. He knew he was probably caught anyway, and had to act fast.
B. He's nuts.
The only real goof I see is that he tried planting his bombs inside the club, but as the sidekicks survived the shed's explosion, it seems that model only blue toward a certain direction.
Finally, he actually made a guy quit the business. Granted it was a sidekick, but even that's more than most villains ever achieve.
Personally, I think the Villainous cast would enjoy watching him work...though they probably wouldn't give him anything too dangerous for their own safety.

I love cartoonish villains, the fact that he has such an overly long name that he says all the time and that he compulsively narrates to himself about how evil he is. I need to watch this show.

I was sat here wondering "why do I know this character and that line" then a thousand memories of "The Tick" flooded into my mind from far back in my childhood. Great show.

This was my least favorite episode as a kid. My mom claimed it was an episode more focused on the adult audience of the show.

i've legit drawn from this performance a number of times in my life, but i couldn't remember where i had encountered it. watching Tick reruns in the 90's is why i can remember most of the lines.
top tier performance by that actor honestly, i noticed it influenced some other comedians in the coming years.
If we ever se a live-action feature film of The Tick, I can totally picture this guy being played by Gary Busey!
