@user-tl3dd4nk8l~ the staff and convicts will be the only vulnerable people. The public isn’t the target you fool. The riots and assaults will be deadly ( lifers don’t have NOTHING to loose) people with release dates and staff can get got.

They did something similar about 15 to 20 years ago.
They transferred violent offenders from Ely to High Desert and it caused major problems at High Desert.
