The satellites that retract when you hit them are likely from a cut mission involving the hovership that would've happened before getting to explore the 2nd moon.
Ever since I was a kid, I've always genuinely wondered what those red and green looking machines were. It's kind of creepy from the way that they're always staring at you, even when you're on the other side of the moon while looking through the map or seen in the far distance. From their arms and orange blaster looking things, I feel like they're some sort of unfinished enemy that they forgot to remove from the game or just never bothered. When they're closed up, they oddly resemble rockets too when viewed from the side. Very mysterious. Doesn't help that the Insomniac Museum doesn't even mention them, which just makes it feel all the more bizarre.
The reason much of the moon has collision detection for walking is likely they used the same objects for scenery as the playable space to save on memory load by only loading 1 set of objects instead of a second set without collision enabled.

I doubt the legitimacy of this claim. on the cutting room floor, I don't remember them having this design at all.

Very odd. I wonder if they were supposed to be enemies you could interact with. The animation is quite detailed for something you can’t even reach.
