I've gotten aftermarket exhaust systems added to cars that I've purchased, and it's been less than that amount but not all that much. Then you need to rely on the work they've done, hope it's not too loud, and so forth. If you can finance the option into the purchase price, it's reasonable IMO. I might skip some of other 1LE upgrades, but the exhaust...they got it right with this option.
I know your post is a month old but I would say it's all preference really. I'm going to get this exhaust for my '12, 45th-2SS because I prefer the sound and points of it. Cruising around on the road it's quiet... startup and throttle it beasts open. It helps give you the sound and performance you want, but only WHEN you want it. not all the time. My two cents.
The 45th didn't come with LED tail lights. Would have been cool though. The 45th has a custom paint color and striping package. The wheels are also custom and a special color as well. It also has tuxedo white door panels and dash inlays the look quite good, and the door panels have this kind of ice blue interior cabin lighting built in.
is it optional on getting the '13 1LE with an automatic transmission? And how's the MPG with both (if possible)? That dual exhaust system is insane by the way.
Actually, no, it's cheaper from factory, since it is sold aftermarket with the full pipes. GM already charges you for the pipes n matter what car you get. So the aftermarket price is like $1500-$1600, unfortunately. IOW, can't just get the dual mode mufflers after you take delivery of the car.

it sounds beutiful but can i buy this somewhere eles instead of getting it added onto my Camaro for $895? It's gotta be cheaper somewhere

Manual only. Gas mileage is the same as a regular SS.
