12:18 does this price includes the N4,596,000? I’m a bit confused because you only mentioned the amount of materials used for the second decking but not the price,of materials.
For this particular project the decking wood was not reused, we had to continue immediately after decking and didn’t wait for the 21days curing period … but one may decided to wait and reuse which would reduce the cost of the second decking in that case…
Normal days left for decking to cure is 21 days, however, based on recommendations from your structural engineer, you could start work on the upper floor even a day after, if you are guaranteed the support is good enough and ensures the wait wouldn’t go to the decking …
The cost for the two stages was mentioned in the Vidoe… the total cost from foundation is coming in the next Vidoe, it was too long and we had to break it into too parts…

Why is the cost of labour and materials higher in the second decking despite re-using marine boards, bamboo, and 2x3 woods?

One length of an iron rod measures approximately 12meters… I hope that answered your question…
