  • This concept of operations will brief Operation Eastern Build Up; a two-phase notional logistics scenario that establishes a permanent Humanitarian Assistance and Disaster Relief platform on the US territory of Guam. A secondary aspect of this strategic mission is to flex the response capabilities of the civilian logistics community and the commercial supply chain industry. The US military is the primary response mechanism relied upon in response to any HADR effort. The USN, the Military Sealift Command, and the USAF will not be participating in this logistics and supply chain event nor will any of these entities provide coordinating efforts at any stage unless a real-world event should necessitate action and/or intervention during the build up stage. Due to uncertainties unfolding on the world’s stage in recent years, it is of critical importance that private sector response mechanisms be employed and flexed in order to reduce reliance on US Military assets and capabilities.
