3050 will bottle neck that 12700 like hell… not sure why would you do it
When the GPU is slower than the CPU it's not a problem, yes he could've gotten a better Graphics card but that's the one that fit his budget, he's still getting all the performance out of the 3050 which is what he paid for, the real problem is when you pair an RTX 3080 with an i5-9400F for example, the CPU usage would be 90-100% and GPU Usage at around 20-70%, you want the CPU usage as low as possible while gaming or doing stuff so you have headroom for other stuff, with the GPU usage you want it to be as close as possible to 100% meaning you are utilizing it fully which is a good thing. It's not the end of the world either, he can sell that 3050 in 1-3 years, then upgrade in the future for an RTX 4000 series who knows? (Provided he has the proper power wattage from the PSU)
Great choice the 3050 is enough and 12700 is decent

The i7-12700 can handle even an RTX 3090 at 1080p, great CPU. I personally am on an i7-9700 + RTX 3060, planning to upgrade to an i7-12700K soon (But i'll be running it stock) since it's already probably gonna be running hot.
