No. The hydraulic cylinders are the main culprit. I identified a leak on one and I will have to replace the pair. This makes sense as the vehicle is now 17 years old. I plan on purchasing a new pair since I don't want to take a gamble with used/pick a part.

Unfortunately I don't think this is an option. You might try adding hydraulic fluid and then attempt to close it again. Since my cylinders were leaking this allowed me to close it. Also investigate the little pin contacts I show and pry them up to give the sensor better contact which should allow the top to close more.
It is an option. I'm an old lady and I figured it out. Remove the strut/ cylinders. They have pressure that will not allow the top to move. Then you can move it all you like!!
Try to remove the pump motor with top down and change it fluid or replace the motor it might be wear out for an old fluid Just don’t fix an issue with another problem like playing on plugs / electrical stuff If the limiter wasn’t there ? One wrong move the hydraulic system will pop out

Is it possible to manually close the top because mine is stuck a little bit to close and it wont fully close

Yes remove the hydraulic cylinders from the frame . Unfortunately them. Then the pressure us released.

Where does it pop out. I don't see that happening.
Culprit is the hydraulic cylinders leaking so I'm going to be doing that soon.
