Well, WarnerMedia RIDE did release it as part of their streaming program. Guess they didn't want it to go to waste, though, like you said, it should have because of the outdated ethnic stereotypes. This volume is the best one so far, it might not be perfect (few goofs on the two new restorations and the fact that the openings of Egghead Rides Again and There Auto Be a Law weren't fixed are the main problems here), but it's still MUCH better than the previous volumes. A little worried about the complete lack of Pepe le Pew in the first 3 volumes. Hope he's not banned from being featured in this collection, that would be silly.
Pepe Le Pew has already had all of his shorts released in a complete DVD collection fully restored and can be bought for cheap. These volumes are for those mainly unreleased on any physical media at all versus shorts that haven't had a HD disc upgrade yet but who knows!

Good review 👍All of the improvements are giving me high hopes for volume 4. I suspect volume 4 will make even more improvements such as fixing ALL of the HBOMax titles (both opening and ending because they seem to neglect fixing the end cards.) As for the two new shorts, since vol. 3 had two Daffy’s from Art Davis, vol. 4 should have two Sylvester’s from Freleng. The top candidates, “Peck Up Your Troubles” and “I Taw A Putty Tat”. Those two have never looked good and are very underrated imo, so I think it’s time to give those two a chance in the spotlight again. However, I am a little skeptical about those two considering Warner Archives history so far with this series, as in they haven’t restored a short that was reissued. This could be because of that vocal minority who won’t stop yapping about original titles and making terrible fan recreations. One disappointing fact is that Jerry Beck recently stated that Fresh Hare, despite being fully restored, will not be seeing a release thanks to the higher ups. However, since China Jones was able to get through the censores, anything is possible. So hopefully it will see the light of day, especially since it’s one of the few remaining Bugs cartoons that haven’t been released. Speaking of, I think vol. 4 onwards should start “double-dipping” more to keep the balance of duds and hidden gems. But only double-dip for shorts that have not been released on blu-ray. (the only expectation would be if they find og titles, especially if it’s Hollywood Steps Out). The DVD restorations look kinda dated but still look pretty good. However the ones that were taken from the 97/98 dubbed prints need new transfers.
Re: Fresh Hare, while I don't think it'll be coming soon, I think China Jones (and to some extent Sheepish Wolf and War & Pieces) is softening the ground a bit for a day somewhere in the future they can feel the blatant examples and, yes, maybe even the Censored 11, can be put out. They'll need to put the disclaimers on, but considering they'd put quite a number of the Banned Bugs from June Bugs on the Golden Collections, it's in the realm of possibility.

I think there gonna have to start "double-dipping" to maintain the balance of classics and duds. There are tons of shorts that have never appeared on blu-ray so I think those are ripe for Collector's Choice.
