Gchq actually carry out work for the americans when they have a better capability or to help the US circumvent US law. For example the NSA is not allowed to spy on American citizens (obviously they can if they are being investigated) in general and the Cia can't carry operations on US soil, so they provide the information to MI6 and GCHQ who can legally spy on foreign states and they gather the information and pass it on to th americans.
