King is inexperienced in human affairs; he's a child and is looking at the world through the lenses of a child, he is a naive. If it was so easy to reach utopia, we would've done so in the past 10 Thousand years of Human history and civilizations.
Well actually 1) by some standards lots of us did; 2) it took some education, I'd even say enlightenment, for a lots (far from atleast "most") of people to atleast appreciate the idea, and real global movement in that direction only started somewhere around pre-WW1-post-WW2; 3) King is a fictional creature of ultimate power and (supposedly) wisdom who can theoretically force the world to obey humanity (antity lol? I mean - being good). Our society lives in hundreds of separate countries, which goverments are half barely cooperate and contribute, and other half are in open war (some are literally) with the idea. All of people who've tried to unite the world did it for imperialistic, sadistic and selfish matter, to the point where very idea of the "world without borders" is discredited to be taken as "world with nowhere to escape". Entity such as Meruem could probably do what he's saying. Other thing is whether he'll stay loyal to that ideals of him-during-that-speech and whether that ideals aren't really an upcoming massacre, or not. I wouldn't oppose that line of arguing as I kinda agree that this all sounds quite scary and fanatic. I just found "if it was so easy we'll have already done it" argument weak, that's my only point.

His entire speech boils down to "if only I were in charge, things would be different," but he has no concrete plan on how he would proceed. He says he will only use force and terror at first, he isn't the first tyrant who's had that mindset, and he doesn't even have a plan to transition out of rule through fear. He says inequalities won't exist, but does that mean he's going to solve all the logistics himself? He's powerful, but not all knowing, how does he solve corruption halfway across the world? Not just large corruption, but small instances too. Even if he could solve these problems. He has no understanding of the world. His war of conquest is doomed to fail, because if he has successes in his campaign, it's going to make people panic and he doesn't understand how self-destructive humans can be when they panic. In the end, he'd be king over the ashes even if he won.

His only chance to tell this was that short dialogue attempt completely rejected by Netero. After all, Meruem _was_ smart, most likely the smartest person in this world, so I personally have no reason to say that he had no course of actions in his mind and just followed his ideals, that's just not true. This show never told us how specifically the King was about to implement his visions, and that's exactly a reason why we can't call him _that_ simple. Obviously it's hard to argue against that judgement as well for the very same reason, so I'll just say this: calling him naive and simple is just like calling him primitive and dumb, and that doesn't correlate with his character. And both in literature and real life you can really tell that some idea is stupid only after actually acknowledging it as whole, not just by a short explanation of expected results. Netero is forcing the King into a situation similar to the Hunter exam final stage. Basically, the King has to force Netero into admitting defeat without killing him. (There are other parallels like this in this anime. I leave it as an exercise to the reader to find them.)
The other governments of the world would never accept Meruem as a King with his own legitimate Government Body. That is why they are pressuring The Hunter Association to "clean-up their mess" because The King wasn't supposed to be born in the original plan to fight them in the remote region. Like they could just simply sneak into the region without passing through customs to deal with the ants and leave, but instead they were just faffing about pushing Netero back to his Prime Strength. Though it would cause an international Incident when they find out about Hunters sneaking into their country and would demand recompense from the Hunters Association, isn't that one of the Association's main task in the first place? Basically Netero can't refuse nor refute the World Governments pressuring them to deal with The King, and its already too late by the time Netero arrived at East Gorteau for the plan to change.

Spoilers below If Meruem survived the attack and publicly stepped into the world stage along with his army of thousands of above average nen-using ant mutants (someone you’d likely need a decently skilled hunter to deal with). Then the world governments would not be able to operate quietly anymore and would have to declare open war on the ants before enough nations start to recognize their sovereignty as the easier option.
The thing is humanity want theses monsters dead. If the hunters don't do it, nations would probably go with armies and bombs and by doing so it would probably create some collateral damage. That's why Netero/hunters HAVE to stop the ants here to prevent things to possible get much much worse.
He could not help him sway between ant and human, because it doesn't matter. As Netero said, whichever side he falls to, the outcome won't change. He can't be allowed to live either way, his worldviews are hardly even relevant. If he falls to the ant side, he's going to use humans as livestock, if he falls to the human side, he's going to be a brutal tyrant. Even in the best case scenario and he becomes a pacifist, his very existence and power is going to make world leaders to panic. With what he's done, he's not going to be forgiven and left in peace. He's already committed a genocide.
Remember. Meruem was born just a few months ago. And its so far forced the strongest Hunter currently to even stand a chance. Meruem still hasnt gained a nen ability like the others have. He's just strong with a lot of nen but no skills to use that nen with.
This whole arc is so brilliant, With the ants becoming more and more human and the humans becoming more and more monstrous, right up to the very end. This episode is a really good showcase, with Netero rejecting the offer of peaceful discussion because the ants are at the end of the day, an existential threat to humans that is his job to deal with, and if he fails, and something happens that turns the king back towards his ant side, all of humanity might be wiped out. Sure, there might be a chance that the King could become an ally, but for the sake of the mission, he has to not think about that at all costs, because it's too much of a gamble.
The thing is, his words sound good, but once you see his actual plans, you see that the king had to be stopped, no matter which side of him is dominant. He’s an amazing villain though. He makes Netero seem evil for a while. And actually Netero isn’t exactly “good” himself. He wants a fight he can enjoy. He wants to do his duty and uphold his sense of justice. He isn’t acting as a selfless hero.
