Netero may not have as much raw Nen as the king but that doesn't determine the outcome of fight. Netero has developed his nen technique through decades of training. A master fencer with a rapier will most likely defeat a strong man who is a novice with a claymore. (NVM, I forgot you already watched the whole show)
That's partly what makes the Nen fight interesting, they're not just "who's the strongest" it also depends on your mastery and how well you'll use your Nen, how clever you'll be to take the advantage, whether or not you have less Nen.
