When I was modeling, I used a square cotton guaze pad to make camo netting.
Pull out some of the strands and spray with glue/water mix. Worked great for my dioramas.

That’s pretty much what it is , just a tighter weave which seems to go better for the scale

If you mix acrylic paint with PVA and water, dunk your net in that, then plonk it straight on the model. You'll cut out a couple of steps, it will dry on the model, and set solid enough to dry brush.
