It's really funny how back in the day people modified the animations to simulate ragdoll physics, nowadays GTA San Andreas has functional ragdoll physics mods to some extent which is pretty impressive
I'm pretty sure the mod creators just made it so when you bump into someone it plays a falling animation to simulate pushing them aside, but they didn't account for people just standing right next to the NPCs. They also probably stole a GTA SA to III conversion and then changed the textures, judging by the HUD messages calling him Claude.
Oh yeah, textures were definitely altered although idk if it was a template because it looks relatively clean to just be textured over. Either the whole thing was redone or CJ was just changed to Claude

It's like all the names of the cars are just LADA, your character says Cyka Blyat everytime he robs a vehicle, AND he speaks with Microsoft Sam, the only song on the radio is the USSR anthem, and all the textures on the buildings walls signs and roads just say LONG LIVE THE SOVIET UNION. Oh God, I dont know if that would be perfect or a straight up NIGHTMARE.

It has the GTA III things like the map, the player name in the messages was changed to "Claude" instead of "CJ", is basically GTA San Andreas base but with the GTA IV textures and GTA III map.
