That's fake using cheats to keep top speed even out of bounds, using the easiest level and maybe using TAS too. I make a similar time with hardest enemies on the same route without any cheats.
I have played outrun many times and everytime you go offroad your speed decreases A LOT! so the whole thing is BS ! in your cheated game with your cheated score .... so if you dont lose speed means that you have extra time at every checkpoint and at the end a super score.... what a genius but still BS
You might have played Out Run a lot but it is apparant that you don't know every aspect of this game. There's 2 techniques that was used in this video. Boost start and Gear Gacha also known as gear rattling. Google it and get enlightened :) The important one is Gear Gacha. When done correctly the speed will stay at 293 for 7 seconds even if you go offroad.

You're wrong. Do a quick gear high/low/high when you're halfway over the road edge and you'll see permanent dust trails that last around 7 seconds. When you're in this mode, you won't slow down when you leave the road. I've done it on actual arcade hardware, it's definitely legit.
Gotta love how at 293 km/h, a Ferrari can only modestly overtake a VW Beetle.
