The game's official description includes: "Discover a brand new vast and vibrant real-world location that’s been built at 1:1 scale." So most likely a warm, small island. Or maybe even an attached city/country.
The license plates which are UK style plates people have been speculating that it will be taken place in Guernsey which is British island, but obviously it is not going to be Guernsey, both of these cars are LHD.
But I have some theory for this, as those looks to be custom plates I think we can customize the license plates and we could change our license plates style, example like we can have UK style plates, French style plates, German style plates etc.
This could explain why the cars have UK style plates but cars are LHD, it's more likely plate customization option you can change the plates style.
Yeah I think they only have UK plates because they are UK cars, and people are reading too much into it

The N and the E in the license plates got me thinking that they might be coordinates.
Hong Kong is 22°N and 114°E.
