@IcyFingerZ goku explained once that fusion doesnt add the power levels together, it multiplies them. So even if hercules power level was 2, gokus power level would be doubled by fusing with him. If you mean why did they put it in a budokai game, it happened in one of the episodes (albeit only in gokus imagination)
