No no this was right before the "hair band" era. The "hair bands" was a popularization of this. Metal was made more radio friendly for the masses so to speak. And that category got really big with an endless amount of bands. "Europe - Final Countdown" for example must be one of the most well known in that category. But it was never called "hair bands" back then. In Sweden it was just called "hard rock". The hair was just part of the 80's fashion in general. Artists just took on a more exaggerated version of it.
