On Public property we as Photographers or with video cameras Do Not Need Your Permission to take a photo or video of you. Remember this and suck it up buttercups.
They're phasing out those generic pasteboard (?) plates that have the dealership logo on them for just this reason. People were given those plates on the honor system with a view to them putting the state-issued plates on once they got them. However, less-than-honorable people were driving around for months, even years, doing illegal things and couldn't be reported to cops because of having no license plate on the car. Dealerships are now issuing temporary pasteboard plates with temporary license numbers on them that are traceable back to the dealership, who has ALL your information on file, so even if you JUST took delivery, you can still get cited for anything illegal you do.
Sincerity is shown from the eyes, if you cant see them the persons sincerity is hidden, if the sun is that bright turn away from the sun and show the other person your sincerity, its as easy as that.

So, what happens now when you have no cal-trans pass and no license plates as they no longer have toll takers? This would only affect newly purchased vehicles. It is really a convenient system, just drive through and get a bill in the mail.
CA has changed the laws now. When you get a new car, you now get paper plates with numbers on them. I thought back then, the car should be towed for if they just hand those black paper plates.
To the people saying toll roads are wrong because you pay taxes to keep the roads maintained. The state I live in the toll roads are not maintained by the state. The toll pays for the troopers to patrol, road maintenance and any major repairs.

Usually tolls go straight to the maintenance of the road. It is usually because taxes can't pay for complete upkeep, and high speed roads need to be in good repair.

To eliminate no plates problem: issue the plates when you register the vehicle like they do here in Ontario. They have plates in stock right there.
Since this video took place, they have passed a law that temporary paper plates are issued for new car purchases. Even that has some flaws.
