The last segment the lady that was speeding and other violation should have got the speeding violation added on to the ticket because now she will do it again and get away with it.

Not only that, but, they have to pay for lights, food, space in their jails.. All the while their jails are overflowing with NON PAYING guests...doing this makes quite a strain on cities financially, and without the extra funding, something has to go...the firefighters, city workers, the cops.. Think about it..if you're capable.
