Slight correction, it's not about who can buy shares. It's about who controls interest for whom. When any company does its IPO, it generally means becoming an asset of the public and stands for the welfare of the society. Anybody can buy its share, nobody can restrict trade with any interest. Example: Mukesh Ambani cannot restrict me from buying Reliance shares. Technically there is no owner, only shareholders. Largest shareholder or holding group controls company for the people (public). But we generally title him as owner in layman language. Public companies are always bound with a number of restrictions like quarterly auditing, SIBI guidelines and others, which indirectly means the government has good intermean as a representative of the general public. Even the government can make decisions in areas like splitting the company (antitrust problems), or can takeover a company (like Satyam scan) or can forcefully nationalize with law (Indira Gandhi on banks) or ban (CocaCola formly). Whereas, private companies are treated like citizen assets, not as a public asset. Even a private limited company can sell its shares through private placement upto 200 members (not number of shares), but it cannot do it with mass of people (like Sahara scam). They can even restrict buyers according to their interest. The controlling interests are concentrated on some individual or group. Primary aim may not be welfare of the society. They are bonded with little government nomes such as Companies Act and other general laws which are monitored by the Ministry of Corporate Affairs. If a company issues it s share to public ( minimum 7 maximum no limit) it is public company. If it limits its share to a certain people ( min 2 max 50) it is private company

Public companies are those who are listed in Indian Stock market. Private limited company are those registered with MCA but not listed in Stock market.
Public Sector Company is a company in which at least half of the shares are owned by the Central or State Governments. They are in essence - Government-controlled companies.
Private Sector Company is a company not controlled by Government, e.g. Companies controlled by private individuals, etc.
As per Companies Act 2013, the Private Sector Companies can be either private company or public company. Private company and public company are both types of Private Sector Company only. Public Companies are basically intended when there will be large number of shareholders who may or may not have direct contact with the promoter of the company. Private Company is intended where there shall be less number of shareholders. Private Company is closely held in nature where small number of people have the control over the company.

This is not exactly capitalism. It's neo liberalism, not good for the Common Man when you consider an economy like India where the select 2 or 3 corporates can sway all the laws of the land. We have to wait and watch as to who gets these assets, my guess is a lion's share will go to adani.
