This is pretty straight forward as The Fall goes. I love their eclectic style and Mark E. Smith's 'singing' throughout their sprawling catalogue. You can't top The Kinks here, especially when they uncork the madness near the end of the song. Great upload.
They were talking about Queen Victoria. Arthur was a rock opera. You've heard Shangri-La which was also from this album about a man Arthur and his life in England.
That's their best album and their more darker and wired (nervous, tense, cursing and edgy state) rock years from 78 to 82. Here are a few great songs from that time period, Frightened (this song sounds really cool, and rec. in Dec. 1978) and Middle Mass (1981).
I loved both versions, all great music, from two hugely influential bands in British music. It was the 1980's that I first came across the Fall, got to seem them live once in Hull, England, and they were fantastic, with Mark E. Smith (RIP), the bands vocalist being their mainstay. "This Nations Saving Grace" remains as my favorite album by the Fall. The Fall have a massive catalogue of albums in their 40 year existence.
This was The Fall at their most commercial! The previous year (1987) they had also covered R Dean Taylor's 'Ghost In My House'. This period was a bit of a purple patch for them chart-wise, with a string of minor UK hits including 'Hit The North', which sometimes gets played as background music whenever people like the BBC do a news feature about the North of England.
I wa going to point out the most commercial aspect, and wish The Haniers luck on any future Fall songs! I say we don't give them any further warning! ;)

True that the musical theme shares common elements with Canned Heat's "Going up the Country" which was anterior to the Kinks song. Probably not a coincidence since Ray Davies wanted the Kinks to have a more American sound in 1969. Interesting confrontation since the Kinks and the Fall are (with Madness) two monuments of typical British rock and two of my favorite bands. Ray Davies (The Kinks) and Mark E. Smith (The Fall) were like columnists of British society and are cherished by those who love that lyrics are like diaries. Hope you'll do more of The Fall. Their catalogue is full of fantastic tracks.
A version of Victoria (credited to the Hanson Brothers) can be found on the 1994 album Those handsome No Means No brothers present: Mr. Right & Mr. Wrong - One down and two to go. Really nice version with somewhat different lyrics.
Ofcourse The KinKs did win this for me, but I am biased, lol. It's from the concept album Arthur (Or Decline and Fall Of The British Empire) in 1969. And the song is indeed about Queen Victoria, hence the text "Canada to India, Australia to to Cornwall Singapore to Hong Kong... the British Empire in those days. The Fall did a nice cover but didn't focus on the lyrics as the song was intended. Interesting take on Canned Heat. Rhythm guitar sounds alike but lead is definitely different. I just checked and according to Wikipedia Going Up The Country comes from 1968 and is an adaptation of "Bull Doze Blues" from Texas Bluesman Henry Thomas in 1928. Which is for me a nice trigger to look into Henry Thomas. Anyways, a nice comparison!
I was going to bring up Henry Thomas,....its really more of a steal than an adaptation. I don't know if it's different now, but on the first Canned Heat releases of the record, its credited entirely to them as writers on the label and sleeve. I know a couple of members of Canned Heat are regarded as Blues Musicologists, so I strongly suspect they knew the Thomas version well, and knew what they were doing and figured nobody would find out. It definitely would make for an interesting comparison!

You gotta hear the Hanson Brothers' version of "Victoria". The Hanson Brothers are an alter-ego of NomeansNo (from Victoria BC) - named after the brothers from the movie "Slapshot". They're basically a more streamlined, Ramones-style version of NoMeansNo singing mainly about hockey and beer. lol. Their version of Victoria though is hilarious (with lyrics changed to refer to their hometown).
Good for The Fall for covering a deeper cut from the Kinks. They did it justice for their effort. The Kinks version is far superior, both vocals and instrumentation. The guitar part, especially the ringing rhythm line is a key to the song IMO. If you're going to just omit it like the Fall did, you better bring something else to make it truly special and not just an homage.
