I can't entirely blame Garp for feeling Luffy isn't ready for the Grand Line. He's a veteran who's seen the kind of freaks out there (ESPECIALLY on the second half) and they make all of Luffy's East Blue battles feel like kindergarten. Still... he's gotta let the boy spread his wings. Luffy's gotta try, fail, and struggle his own way up if he wants to reach the top.
@TristanJBoomy I'll try not to spoil things, but is part of One Piece's worldbuilding. Out there, beyond the World Government's borders exists some truly powerful pirates. They could barely considered mere 'pirate crews', but more like seafaring conquerors with their own kingdom and militaries, holding vast amounts of land with production, trade and even taxable citizen population. They're not just fully functioning nations, but major, global powers ruled by godlike superhuman soverigns. Their rule varies with some being more tyrannical than others, but none of the factions (including the World Government) is truly benevolent. Arlong was aiming to become something like this, a kingdom and global power where fishmen rule over humans... but forgive the pun, he was truly a big fish in a small pond. He's on the same level as the nameless grunts in those Emperor crews, AT BEST.
