This may not be among my favorite Godzilla movies, but the thing I've always appreciated about this scene, is that it showed that this Godzilla isn't stupid. He recognized that the military were trying to pull the same fish bait trick on him as before, and thus remembered what it led to when he fell for the bait. This time, he wasn't going to fall for it again.
What I like about this version of Godzilla is it's somewhat realistic. Like Nick observes, he's just an animal, doing his animal things. It just so happens his immense size makes him an extreme danger to humans, especially if he multiplies. In a sense it's a bit of a tragedy of circumstances since Godzilla is just trying to do what we're trying to do, survive and see to the next generation. This Godzillia is essentially just a very large lizard with above average intelligence for a reptile, probably somewhere along the lines of a monitor lizard. Most other versions of Godzilla, especially nowadays, make him out to be almost an supernatural force of nature (probably calling back to his origins over Japan's lingering fear of atomic weapons).

@@legioner9 What people were expecting was the Godzilla (1994) film by Jon De Bont. I highly recommend reading the 4 part article from SciFi Japan named "GODZILLA Unmade: The History of Jan De Bont`s Unproduced TriStar Film" which would explain the utter hatred of Godzilla (1998).
@@faithslayer202 I understand, however the movie is very good as it is, the 1998 one. The majority of persons who watched it do not know about the 1994 Jon De Bont movie. The 1998 Godzilla monster is uterly gorgeous. And the action is pretty good, IMO. The hatred may be justified for some who were expecting something else, but for the majority of people it is not justified. For example, Jurassic Park 1994 is not a good movie at all regarding the plot. The book is far more horror and full of mistery and way more interesting, whilst the movie sucks big time regarding the plot, yet almost everyone praises it. Which is totally unfair.
It just occured to me, that they could have tried to kill Zilla with a toxic gas releasing it in the park from giant canisters and soldiers could wear gas masks or called the aerial forces to shoot missiles at Zilla while the park is cleared.
