おそらくアニメーションの演出とかやらなんやらでフレームレートが落ちないように設定してるんだと思います
そのせいでアニメーションの速度が早くなってたりしてるのでは？

This game looked super hard when on videos but it’s been 5 days since I started and I beat 7 songs in hard (Perfect Crown). (No they are not easy songs but also not crazy hard) I really want to upgrade to owning a drum since I play on a controller making things harder for myself which I’d rather just play on a drum since that’s the best way to play this game. Anyways, this was cool! I’m obsessed with the visuals in this game but never can admire them because I’m the one playing so seeing them in videos is much more entertaining and less nerve wracking

Because he's using a mod to unlock the fps, otherwise its limited to 60. Since animations are tied to the fps, having 600fps for example will give 10 times faster animations.
