Section 31 didn't manipulate the Romulans in joining the Federation Alliance against the Dominion, Captain Sisko did. Section 31 just maintained the Alliance.

well it was kind of hard to know who was actually manipulating who, the romulans knew that head of tal shair was in fact an double agent for section 31 but chose to allow it, section 31 more or less knew that the romulans knew that chairman koval was working for section 31 and of course koval was proabbly playing both fir his own agenda.

Cannot believe ya left Klingons off this list. Ezri's assessment of The Empire was completely spot on, and Worf knew it. Hopefully The One Eyed Giant Supreme Chancellor changed things for the better, but we have no idea how so at this point.

Honestly, pretty much all Star Trek races have desperate need for growth in one way or another. But that's just it. We're being shown the journey that's needed in order to grow past these issues. It all starts with respect. A lack of respect often is what causes issues in the first place. Be it Kirk respecting the rights of the Klingons he beamed aboard the Enterprise, Riker respecting the way a Klingon ship operates, Worf respecting his Captains(even in situations where their behavior makes little sense to him), and so many more.
Barkley is an example of people causing trouble by not respecting someone. Picard having Geordi try to reach out to him proved to be what everyone needed in order to try to resolve the issues at hand.
Every character has room to grow, and that's ok. That's actually great. How boring would it be to never do anything wrong? The Q have the benefit of having seen and done everything, but they still aren't perfect.

Martock was just as as honor bound as worf was and was annoyed by the regressive politicking of the modern klingon empire. He even requested worf to the federation ambassador to the klingon empire. The Hirogen regressed. They were once a very advanced technical civilization. They built the network of stations Voyager used to get the doctor back to the Alpha quadrant. Somewhere along the line their society shifted to being all about the hunt. (there was a DS9 episode with the Tosk that could very well be an analog.) In ST they're often quite understanding of other cultures and make special concessions for them. But at other times, they're all about forcing change on others. It's odd but the ST brand of futurism would actually be considered backwards by today's standards. Those species don't need to get with the times. If it's working for them, then they should be respected. As long as it's not infringing on the rights of others.

I think the Cardassians were originally supposed to represent a military dictatorship similar to the Spartan Empire. I mean, Romulans were obviously Roman Imperials and Klingons were Cold War era Russians. Which is to say nothing about the Ferengi/Jewish stereotype connection (though I doubt that one was entirely intentional). I guess I'm saying the species were there as allegorical plot devices for commentary, for exploration of an issue, or even as satire (some great Ferengi episodes there, but there were others notably I, Mudd in TOS).

It's true humans and Ferengi have a long way to go but the possibly worst that needs to get with the program has to be the Cardassians. As a DS9 fan, we see their full range: misogynistic, overbearing, cunning wickedness, active refusal to acknowledge basically every mistake they make, arrogant to the core and more or less symbolizing Communism with the same brushstrokes given to the Romulans.
Sure the only ones who can outdo them are the Dominions and probably the Romulans, even the Borg but in terms of bad guys who were brought up to be the 24th century equivalent to pompous Nazi commanders using the locals like playthings, look no further. From our love-to-hate relationship with Dukat down to the lowliest citizen wandering the streets of Cardassia Prime, if you want to help the rest of the quadrant burn a planet down to the core, this is the destination for you.
Maybe scoop up a few kids for the bleeding hearts to care for, give those poor children something other than their kind's oppressive, backwards ideals to work with.

If every species was hypermodern there wouldn't be any conflict, for one. Also Star Trek would be very boring. Consider the Halkans. If not for their hesitancy to respond we would never have the Mirror Universe. It just would not be entertaining if everyone thought the same way.
