After repairing several of them, that engine is quite tired and not worth the time to rebuild. The starter was a great investment to it making it spin much better but for sure the blow by coming up through the air box is just a very tired engine. A cummins or a gas engine replacement is my best advice, not meaning any malice in any way. This was the start of a very good engine, the 7.3 IDI with the turbo. I do believe those started in like mid 94 and for a long time know of their stability.

The broken tip of the glow plug went somewhere (probably into the piston that cant be good)

Check the hydraulic tank for old if it low put half up
If it’s got the IDI in it I think it will!
Get a gear reduction starter there like 250 bucks turn it over so much quicker
