Yes, it looks old. It is old. This was recorded in 1985 on analog equipment. Over time, analog recordings degrade.

It's a pirate video from 1985, so that's why the quality is bad. The only reason it was ever released was because Cliff died, so they released a video tape called Cliff 'Em All in tribute to him.
