Do yourself a favor and get some Parafilm and use that to wrap the top of the bud wood to lock in the moisture (the plastic is better for the grafted part). That way the buds can poke right through it and the Parafilm will eventually just fall off, so you don't have to worry about anything. What I also do is put two stakes in the ground and put a black plastic pot over it to provide shade. Shade is super important to help it be successful. Don't let the $30 cost of the roll of Parafilm scare you. That 250 ft roll will go a loooong way. You can do about 2,000 grafts with it because it stretches a lot.
As far as I know, you can use any root stock that you have available. I have been using seedlings from my Brooks late for these. I have some Nam Doc Mai seedlings in small pots right now that I am just waiting to get a little bigger to graft. My Nam Doc Mai trees are full size trees that I have to cut way back in order to keep them small enough for my yard. Seems to work.
