Looks to me that Brueghel was depicting an already destroyed tower...being rebuilt in his day. Which is exactly what mankind keeps trying to do, over and over.

The story itself is very short, it's the first eleven verses of Genesis chapter 9, so there's not much excuse for not doing the research here. The real reason in the story is *to make a name for themselves". That's a very different reason.
