All is very positive from ELB however security ruin it and try to enforce a private road.

That security guard was useless and an embarrassment to his company. Another fail by the SIA!
I once worked for a company that had a public pavement running outside the main gate, employees who were seen smoking as they walked up to the main gate were reported to the HR personnel. They were told that the company did not like their employees smoking, and if seen it could reflect on their employment with the company, indeed anyone caught smoking in the factory or even in the car park would be instant dismissal, even in your car entering or leaving the car park. The company employed agency staff who went out of their way to report anyone seen smoking within the company lines, thus leaving space for an agency employee. From time to time "LOOK OUT LOOK OUT SQUEALING RATS ARE ABOUT" would be seen written on the toilet walls.
My old mate founded pallet track, built it up, made his money, sold it and now enjoying the good life😊

ELB Partners moved to location late 2021 and upgraded their fleet in 2023.; previously Kavanagh Motors/MOT Centre. Area used to be undeveloped on the north edge of the Croydon Borough Isolation Hospital and edge of neolithic archeology excavations (rear of current units). A dog sanatorium located further down the current estate.

Could one make an argument that you are more or less loitering? Is there law in UK about loitering? In the US they have signs prohibiting loitering in public spaces.
I believe "Loitering with Intent" to commit a crime is a specific charge in the UK but likely hard to prove.
No, as it is a constitutionally protected activity therefore you cannot cite loitering.
