There's no minimum size limit on rockfish. There are minimum size limits on other types of bottom fish in California: Cabezon 15"; Greenling 12", Lingcod 22". You can check the bag limit and size limit here -- www.wildlife.ca.gov/Fishing/Ocean/Regulations/Fishing-Map . A fish doesn't have a size limit unless it's explicitly stated.
