It's a combination of a hot day and bugs! The lake water feels good, it soothes some of the irritation of the bug bites, and is helping to drive, at least some, of the bugs off. As for the parents of the kids, they seem to be obvious to the potential danger posed by a wild animal. 😮

And he's trying to get them off in the water because he keeps shaking his head and I feel like something's going on other than him just playing, and it is right the lady or the gentleman who said, why would a parents let the kids play around close to where he is? He's agitated Obviously, and I wouldn't have my kids anywhere near That location I would leave until that moose was done.
I think it's the onset of Brain Worm. Parasitic disease moose and deer sometimes get. I've seen a cow moose in the Boundary Water running crazy with it.
We didn't see the action preceding all this. Do we know the moose was seen there first? Once they're confronted with that situation, what would you recommend? Turning around and running away? Don't think I'd trust that move.

I really feel for animals that can’t reach that scratch! I deal with it all the time, phantom pain/feeling in my face. That nose scratch you can’t feel and scratch and nothing happens and keeps tickling/itching.
The moose appears to be seeking relief from flies or mosquitoes, the way he is flicking his ears and shaking his head. He is agitated and these people need to keep their distance. He isn't a cow in a pasture...and even then I would give a cow I don't know their space.

Animals are just like people... in that they can go off at any time for reasons beyond your understanding. Moose in particular are skittish and often moody.
Those parents are putting their children in danger. Moose are extremely dangerous and just because this one is playing in the water, does not make it safe to be around. It could have easily and very quickly harmed or even killed one of the children or the adults who are casually sitting there like that moose is a harmless cartoon character. Glad it seemingly turned out alright, but this teaches the children that wild animals are harmless and it is just fine to be close to them. This is the kind of mindset that makes people take selfies with bison and other wild animals.

We have a large population of mooses in Sweden, killing of a human by a moose (not including traffic accidents) is extremely rare! In Seden, approx 5000 traffic accidents involving mooses occur per year, 5 - 10 people/year gets killed in these accidents.
