How do I approach a magistrate ?
The proper procedure, atleast in my opinion, in cases where police refuse to register a complaint is to approach the Court under 156(3) CrPC.
Nope, in general cases like hurt or dispute between two parties leading to physical abuse leads to certain circumstances where police doesn’t takes any actions

Hello Mr.Aggarwala, can you address my doubt in regards to cognizable offence ? If a private complaint to Magistrate is presented without approaching to police ( personally or via letter or email ) under section 200, then if the complaint is descriptive enough to make out a case and even the evidence available and even the identity / communication details of offender then in such case will magistrate proceed to issue summons or still forward to police station ? But as per crpc 200 it fulfills requirements so it should be proceeded with rather than forwarding to police station. Also, if magistrate proceeds with summons, then what about the FIR ? FIR is supposed to be filed for every crime right so in such situation how will FIR be. And now, due to e-filing, if the victim files it self under option PUNISHMENT WRONGDOER with or without compensation, what happens further ?
You can't directly approach Magistrate under Section 200 Cr.P.C.
If the police station fails to register FIR then you have to first file written complaint to District Police Supritendent (As per Section 154(3) of CrPC). Only after approaching SP if no action is taken then you can approach Magistrate u/s 200 CrPC.
You have to submit proof to magistrate that you tried to approach police station or Supritendent of Police(SP).

Do we need a lawyer to approach magistrate?
Not really but an advocate will makes things much, much easier. Until or unless you have a decent understanding of how judicial system works, it would probably require you an advocate.
