I love how creative this one is. This is probably one of the more unique characters of Lawl that I've seen.
I know that this is ASTRONOMICALLY old, but I actually have some interesting revamps and ideas to change some of the moves and how they work so that they make more sense in a Smash-type fighting game. Otherwise I really like his moveset being very complex, as it fits with his 'science experiment' theme. :)
Paint Power: Orange is actually kinda useless, so I think it should cause twice as much damage as the others as well as actual knockback. Also in order to nerf the move and make it fair, Bill will paint for 3 seconds in other to change paints. It's kind of like the same amount as charging a smash attack, it's short enough to be a fast move, but still long enough so foes can interrupt it.
Gravity Experiment: I think the whole 'tower' concept should be abandoned in favor of just he puts his ladder up to a nearby ledge or platform and climbs up the ladder, if he isn't close enough to a ledge/platform or the stage has none it would act as basically the same as his aerial variant, with the aerial variant simply being replaced with throwing one of the objects downwards. Also it would ideally be on a cycle much like how Star Butterfly's wand mechanic in Lawl Nova or anything simliar, the playr just can't pick the next one.
Watermelon = Basic damage
Lamp = Breaks into pieces causing a secondary hitbox for comboing
Monitor = Causes larger amount of damage and also an electricity effect like a Yellow Pikmin in Smash 4 or Luigi's Fireball in Super Smash Bros. Crusade.
Television = Causes the most damage out of them all and spikes/throws downwards with it, can meteor smash at high percentages
Science Lesson: All very good interesting ideas, but I think that the player should only be able to pick ONE lesson, but in exchange each lasts twice as long as in the video, akin to a the length of a FS like Landmaster or Wario-Man, but not a transformation.
Those were the only problems I had with it really, and this is really the only 'classic' Lawl moveset that bothered me enough to write a comment about, all in all a very interesting idea which you had a knack for making like Ophelia's Amulet, and 9-Volt's Buddy. :)
Care if I use these ideas for a potential update?

I think the final smash is broken. You can basically stay at the menu until the time runs out.
The way I see this being balanced out is by giving players a 10-second timer when they activate Bill Nye’s Final Smash. This’ll give them enough time to think about which attacks they want to string together while still being able to actually fight. Players could also just stall if they just want to use less than 3 of the choosable options.
Simplify
--Paint: Once color is selected, the paint acts like a special held item. Use A to throw (like an item), use (neutral) B to set as hazard, use R to set as a shield. Taunt to dispose. You can use other B moves, but the Paint then cancels out if held.
--Volt: A to throw, B to shock, R to put away.
--Tower: A to throw, ctrl stick to move target, B/X/Y to jump, R to climb down.
--Bot: A=grab/throw item, B=Gear Switch, R=Return
--FS: Too redundant=Ocean, Volcano, Quakes, Caves,
For the next one. Can you do Billy and Mandy? Here's my ideas:
Enterance: They rise from the ground like zombies
Billy's neuteral B: Launches a booger from his nose.
Mandy's neuteral B: A simple punch. Can be charged, like Donkey Kong's neuteral B.
Billy's side B: Nose bash. Hold to go inside an opponent's head.
Mandy's side B: A powerful slap. Does more dmge than her neuteral B but can't be charged.
Billy's up B: His nose inflates and he can go upwards. Press B to slam down on the ground.
Billy and Mandy are in another lawl
Suggestions for color traps:
Red: Fire Trap (already shown)
Blue: Emerging Icicles
Yellow: Electromagnetic trap (like Carlos Trejo's but with less range))
Green: Cosmo's Leech Plant
Orange: Spiked Rock
Purple: Slippery Trap.
PAINT POWER
Red: Burns
Blue: Freezes
Yellow: Stuns
Green: Puts to sleep
Purple: Poisons
Oranges: Weakens
Orange could shrink the enemies, and weaken them in process
Green should actually increase the amount of hitstun by about 1.5x, and Orange should actually cause 15 frames of input lag.

Mandy's up B: She smiles, which causes a random opponent to take damage (like Hitler's down B).
Billy's down B: Switches to Mandy.
Mandy's down B: Switches to Billy.
Final Smash: Summons Grim to attack. See next post for more info.
Earthquakes, Comets and Meteors, and Waves seem to be the most powerful. Bill overall seems very powerful. I suggest that he be an unlockable hidden character, rather than one you start off with.

Once Grim appears, you can controll him. Here's his moveset:
A: Melee attack with his Scythe.
Neutural B: Shoots undead energy from the Scythe.
Side B: Flies foward as a giant skull.
Up B: Flies upward. You can then controll his flight with the controll stick.
Down B: Summons a ghost to attack.
After 20 seconds, or if Grim is KO'd, the FS ends.
My Science teacher will love this.

You can't use the same color or color mix until you use another one

Personally with the Spy, I would've:
--Swaped Disguise to Neutral B, Cloak to Down B, and Ambassador to Side B.
--Made Up B much quicker.
--Made Disguise regenerate after 30 sec. if broken, one string.
But the FS is nice!

If I could make a slight alteration to his Idle Special: I think it would make more sense if Orange actually buried opponents (albeit for a shorter time period than usual), I think this because Orange is kinda similar to the color of some kinds of dirt, especially in desert areas.

I feel so bad for Cosmo during the final smash bit. And a bit less for Toon Dr. Mario. Annoying Orange is the only one who was able to endure an instakill.
I agree with knario96, there! The moves may be complex, but there's a lot of creativity put into this moveset. I especially like the Science Lesson final smash! So many topics the Science Guy himself could teach and unleash at once on his opponents! Great stuff, YTPguy17! :)

All the attacks are really complex and probably I will use Bill Nye if the game exists.
And, I want Ophelia and Chell next.
Other thing, Can you take requests of assist trophies? These are my ideas:
Scary Clown (It), Anime Eggman (Sonic X), Sandy (Spongebob), Cheap Hercules (Dingoo Pictures), Iron Knuckle (Zelda CD-i), The Koopalings (Mario Cartoon) and Santa Christ (TGWTG)
The "lose screen" for the law fangames are flawed. In the real game, brawl, the players that lost clapped for the winner, not acted sad.
Still one of the best movesets to this day! Science rules!

It's better if you add a timer in it. Players will know how much time they have. I would say 15 seconds.
The moveset was alright.
I think you should make the explinations shorter in time (not words). There is unecessary end time in each explination. It is ok to have Pause2Read every once in a while (but don't go overboard). Once the character is done demonstrating something, change scences after 1.5-2 sec. of the "do-nothing" area. To save video time.
If your software allows it, of course.
