To be fair, at least this time around the people of West View weren't victims to the Maximoff Hex, except for Sharon. While they both created a pocket dimension (their hex), Wanda expanded hers throughout the physical realm like turning a pocket inside out which really affected people and the surroundings. But Billy created an actual pocket dimension, so the effects to the physical world are basically nothing except for the "Road's" door/portal being manifested. Anything else is contained within his pocket dimension.
