Too much focus on which gender pays, the way I see it, the one who proposes the date is the one that should pay. If someone asked me out on a date I'd expect they would pay, and I wouldn't ask someone out on a date if I didn't have full intention of paying.
There are cases of like "We should hang out sometime" "Yea how about ____" where it's like both parties wanted the "date" to go through in which case the one who chooses the location might pay or they might split it or something like that, but mostly, the one who wants it more pays.
But vast majority of girls pretty much never ask out a guy out... So your approach, while sound in theory, would lead to vast majority of men being required to pay for the meal. I agree with your approach IF there was equal expectations on both girls and guys to ask the other out on a date. That just doesn't happen though, girls have the advantage here.

I'm a little more advanced than what Yuta teaches. I just think we could always use subtitles to help with reading, and distinguishing words in conversational Japanese.
It's kinda funny, german woman overall usually act much more independant than japanese, they often make demos for gender equality etc. but it's also commonly accepted that the guy pays, drives etc.

I think it's always fair to split no matter the gender or how long they've been together. That's unless whatever they're paying for is a gift or a treat, then it's whoever said so. In some cases, I do agree that if one doesn't have any money or is too low on funds, the other should pay by curtesy. Sometimes its good just to pay for what "you" ordered so you aren't going half on a total of a lobster dish and a soup and sandwich. Idk, it depends on the situation, but 9/10 I go for splitting.
